Even the bible mentioned that if we "spare the rod, we will spoil the child". Personally, i agree with you that spanking is not an effective means. I do believe that the what the bible referred to as "rod" is not to be taken literally but more so of taking the rightful disciplinary actions. Many parents spank their kids more so out of their own frustrations than having a disciplinary intention. And kids obey more so out of fear rather than understanding why they should behave.
